Sub-national actors
Global Warming of 1.5 ºC, Glossary, published by the Intergovernmental Panel on Climate Change (IPCC) in 2018, suggests that sub-national actors include: ‘…state/provincial, regional, metropolitan and local/municipal governments as well as non-party stakeholders, such as civil society, the private sector, cities and other sub-national authorities, local communities and indigenous peoples.’
